Experience Behind the Mission.
Campus Integrity Group was founded by Amber Nesbitt and Amy Liss, two seasoned professionals with extensive experience handling some of the most complex and sensitive matters facing K–12 schools. They understand the difficult challenges institutions face when students or staff report or suspect serious misconduct.
Together, they bring decades of investigative experience, sound judgment, and a deep understanding of the challenges schools, students, and families face. THE PEOPLE BEHIND CIG
Two Backgrounds. One Shared Commitment.
Amber and Amy bring complementary experience, perspectives, and strengths to Campus Integrity Group, united by a shared belief that schools and youth organizations deserve thoughtful, independent, and highly experienced support when navigating difficult situations.
Amber Nesbitt, J.D.
As the Deputy Inspector General, Amber built and led the Sexual Allegations Unit (SAU) for the Chicago Public Schools Office of Inspector General, the nation's only independent investigative body with jurisdiction over a broad range of sexual misconduct complaints involving K-12 staff and students.
For over six years, she supervised 30+ investigators, attorneys, and support staff handling over 450 complaints of staff misconduct annually. Known for steady leadership and creative problem-solving, she developed customized strategies to manage high case volumes with limited resources, always prioritizing compliance, investigative excellence, and student safety.
In August 2024, she was appointed Interim Inspector General by Chicago Mayor Brandon Johnson, overseeing the General Investigations and Performance Analysis Units in addition to leading the SAU. In that role, she managed 55 staff members, navigated complex legal issues, and addressed media inquiries on high-profile cases.
Amber is an accomplished attorney and litigator who previously served as a partner at a boutique law firm specializing in high-stakes antitrust, civil rights, and consumer fraud litigation. She later served as General Counsel for three affiliated companies, overseeing legal matters, managing organizational risk, and advising executive leadership.
She earned her B.A. from the University of Michigan and her J.D., magna cum laude, from Loyola University Chicago School of Law. In 2023, she became a Certified Inspector General from the Association of Inspectors General and holds certifications in Investigation Report Writing, Investigations, Advanced K-12 Training, and Title IX Administrator Certification.
Amy Liss, M.A.
Amy served as Chief Investigator for the Sexual Allegations Unit (SAU) in the Chicago Public Schools Office of Inspector General for 7 years, where she conducted and led some of the most complex and sensitive investigations involving staff and students. She personally investigated more than 200 complaints, many resulting in criminal charges, significant disciplinary action, and widespread media coverage, and oversaw hundreds more.
As a member of the SAU leadership team, Amy developed and refined policies and procedures, implemented investigative and training protocols, and introduced process improvements that boosted efficiency and quality. She also analyzed trends and data, identifying systemic vulnerabilities, recommending targeted interventions, and informing the district's prevention efforts. Known for her adaptability and relentless drive, she was frequently selected to lead high-priority assignments and special projects.
Amy began her career as a Chicago Police Officer, developing investigative skills that became central to her work in K–12 settings. Her experience as a corporate Vice President further strengthened her leadership, management, and operational expertise. This combination of investigative and executive experience brings a practical, informed perspective to school safety, institutional accountability, and civil rights compliance.
Amy holds a B.S. in Psychology and an M.A. in Criminal Justice from the University of Illinois, along with certifications in K-12 Investigations, Investigative Report Writing, Domestic Violence, K-12 Title IX Advanced Administration. She became a Certified Inspector General Investigator in 2023 from the Association of Inspectors General.
WHY CAMPUS INTEGRITY GROUP
Turning Specialized Experience Into Stronger and Safer Institutions for Everyone.
After years working on complex and sensitive K–12 matters, Amber and Amy saw the same reality from different angles: institutions often need experienced support not only after something has gone wrong, but before the next problem occurs.
They founded Campus Integrity Group to bring specialized investigative experience directly to schools and youth-serving organizations, providing independent support when difficult situations arise while helping institutions strengthen the systems surrounding them.
That philosophy continues to shape us today.
